A property operating as a short-term rental (STR) must register annually with the Commissioner of the Revenue's Office (Commissioner's Office) and submit monthly reports with the remittance of all applicable transient occupancy taxes (TOTs).
A TOT is charged and remitted on all rentals of 90 days or less.
Applicants must complete the Virginia Beach 311 Form, which includes the phone number of a responsible party who can handle issues that arise at the rental property and respond within 30 minutes. Virginia Beach 311 is a telephone number to report non-emergency safety concerns and receive city information.
The Commissioner’s Office sends all STR applications to the Zoning office of the City Planning Department for approval. Zoning will be the communication point with the taxpayer moving forward.
